The program was intendedto integrate disaster risk reduction into research and community engagement, and prepare professionals in their respective fields to face complex disaster risk effectively. Japan’s disaster management has been viewed as a model of resilience and preparedness, characterized by a strong emphasis on community involvement, continuous improvement, and a structured disaster-preparedness system. Therefore, academic exchange in Japan focusing on disaster risk management will give students opportunities to critically reflect on how such approaches can be adapted and applied within Indonesian and Malaysian settings. Located in the highly active “Ring of Fire” exposes Indonesia and Malaysia to earthquakes, tsunamis, volcanic eruptions, and exacerbated by climate change, severe flooding, and landslides. Acquiring further knowledge on disaster risk management is a good starting step to avoid the generation of new risks, improve resilience to the effects of extreme events, and thus contribute to sustainable development.

Aside from the academic exchange, the students also got to learn and interact directly with the local residents. This opportunity was realized through the “Interviews with Local Residents Regarding Disaster Prevention and Elderly Preparedness” activity. By conducting interviews with local residents in Japan, participants were able to deepen their understanding of community-based disaster prevention practice. Exploring residents’ awareness of disaster prevention systems, their experiences during disasters, challenges faced by vulnerable groups–particularly the elderly–and the role of sustainable practices related to health, sanitation, and waste management helps in identifying challenges faced by elderly residents.

Held for two days, on the 31st of January and the 2nd of February, the activity consists of two days of fieldwork, which include designing research, arranging questionnaires, and conducting semi-structured interviews with local residents. Divided into two phases, by putting together different focuses, the students aimed to ensure comprehensive insight. After the students had settled the questionnaires, they were set to conduct the interviews.

On both of the fieldwork days, all the participants were directed to go to a designated area without using any gadgets to assist their trip. Therefore, they had to ask around, check the information board, and the signs along the way. The circumstances require the students to engage directly with the citizens and foster intercultural interaction. Once they have arrived, the students are divided into groups, where some engage with local residents and the others conduct interviews with the officers at the disaster management office. By getting hands-on experience in conducting interviews with local residents and officers at the disaster management office, the students got to observe and understand more about local disaster management system, early warning mechanism, and community preparedness practice implemented in Shizuoka prefecture.

On 5th of February, the students held a final presentation. In this session, the students presented what they have learned and worked on the two fieldwork days.

Universitas Airlangga and Universiti Teknologi Malaysia, through the World University Association of Community Development (WUACD), have successfully conducted a WUACD IMPACT program in collaboration with Shizuoka University, Japan, on the 30th January to 4th February 2026. The program highlighted a strong commitment to community engagement, environmental sustainability, and cross-cultural collaboration between Indonesian and Japanese communities. It aimed to expand its impact on a broader global scale. Through collaboration with Shizuoka University, the initiative fosters experiential and practice-oriented learning, particularly in areas such as community engagement and disaster awareness. By integrating academic exchange, experiential activities, and direct interaction with local communities, the program enabled participating students and staff to gain practical insights while reflecting on how such approaches can be adapted to their home countries, Indonesia and Malaysia.

On February 3, 2026, participants carried out a volunteer activity titled “Providing Translation Support for the Elderly.” The initiative aimed to assist elderly residents in overcoming language barriers that often hinder their understanding of daily communication, administrative processes, and public services. This activity became one of the highlights of the program because Japan is known as a country with a rapidly aging population, where many elderly people experience difficulties adapting to the increasing use of multicultural communication and digital-based public services. In several communities, especially those interacting with international students and foreign residents, translation assistance is essential to ensure that elderly citizens can continue to access information and participate comfortably in society without feeling isolated.

During the activity, students acted as companions by offering simple translations and explanations through direct and friendly interactions. Not only did the program offer translation support, but it also encouraged empathy, patience, and meaningful social connections between the students and the elderly community. The initiative reflected the importance of intercultural understanding and social inclusion, particularly in Japan’s society, where respect for the elderly and community harmony are highly valued cultural principles. Through these interactions, participants not only improved communication access for the elderly but also gained valuable experiences in community engagement and humanitarian service. This activity aligns with several global development goals, including Sustainable Development Goals (SDG 4: Quality Education, SDG 8: Decent Work and Economic Growth, and SDG 10: Reduced Inequalities), which highlight the importance of inclusive communication and lifelong learning opportunities for the elderly.

The following day, on February 4, 2026, participants were involved in a community-based environmental program titled “Pine Needle Collection and Environmental Awareness Activity” at Miho no Matsubara, also widely known as Miho Pine Forest. The initiative focused on collecting fallen pine needles in public and residential areas as part of environmental maintenance and disaster risk reduction efforts. The activity was particularly meaningful because pine forests, especially Miho no Matsubara in Shizuoka, hold strong cultural, historical, and environmental significance in Japan and are considered important natural heritage sites that require continuous community-based preservation efforts. In collaboration with students from Shizuoka University, the activity also served as a platform for intercultural communication and knowledge exchange. Participants worked together to promote sustainable practices while strengthening cross-cultural understanding. The program emphasized key objectives such as increasing environmental awareness, contributing to local sustainability, and fostering international partnerships. It supports SDG 11 (Sustainable Cities and Communities) and SDG 17 (Partnership for the Goals), which reinforce the role of collaborative action in addressing global challenges.

On January 30, the program opened with a Mini Exhibition Presentation: “About Indonesia.” In this session, students introduced Indonesia’s cultural diversity, traditions, and social life as part of their activities in Japan. The activity served as a platform for sharing perspectives and experiences, creating meaningful interaction, and helping build mutual understanding between Indonesia and Japan.

As the program continued, a study tour to Lake Kawaguchi and Mount Fuji, including a visit to Oishi Park, was conducted on February 1. The location offered students a chance to experience a different environment and cultural context, allowing them to engage more closely with everyday life in Japan. The visit also encouraged reflection on how cultural values are reflected in public spaces and the surrounding environment, contributing to a broader understanding of cultural differences in a more contextual way. Therefore, the visit was valuable for participants because it gave them the opportunity to adapt to a new environment, interact more directly with local culture, and gain deeper insight into how Japanese society preserves nature, cleanliness, and public order in daily life.

On the 3rd of February, another cultural activity introduced students to the practice of matcha preparation, giving them a glimpse into everyday Japanese culture. Since matcha preparation is rooted in the traditional Japanese tea ceremony, the process of sifting the powder, adding hot water, and whisking it with a chasen symbolizes discipline, harmony, and mindfulness that have been preserved for generations. By participating in this activity, participants not only experienced a cultural tradition firsthand but also broadened their cultural understanding and appreciation of Japanese cultures.

Overall, the activities reflected the importance of cultural exchange as part of global learning. Through shared experiences and interactions in Japan, participants were able to gain a broader perspective on different ways of life and cultural practices. Embarking on a new chapter of international collaboration, the participants of the WUACD IMPACT in Shizuoka engaged in a series of activities related to disaster prevention as a part of their nine-day stay. Located near Mount Fuji, the scenic prefecture of Shizuoka provided an ideal setting for cultural and academic exchange, where participants had the opportunity to both learn and share knowledge in alignment with the United Nation’s Sustainable Development Goals (SDGs). Through lectures, visits, discussions, and more, the participants were introduced to various aspects of disaster preparedness which supports the program’s objective of community engagement and sustainable development.

On the 29th of January, participants from Universitas Airlangga and Universiti Teknologi Malaysia began their learning journey by attending a lecture on disaster prevention at Shizuoka University. The lecture examined the case of the 2011 Tōhoku Earthquake and Tsunami, and how it greatly affected the local communities. The session further brought up Japan’s disaster response strategies and the processes of recovery following a major disaster, which include post-disaster mobility, evacuation procedures, and resettlement efforts. At the end of the lecture, participants took part in a discussion with Shizuoka University students, sharing insights on disaster types and community roles in disaster prevention in their respective countries.

Continuing on the insights they gained the day before, the participants paid a visit to the Shizuoka Prefecture Earthquake Disaster Prevention Center the following day. The center is a facility focused on earthquake and tsunami preparedness, where visitors are able to learn about past disasters, mitigation strategies, earthquake mechanisms, as well as experience interactive disaster simulations. During the visit, the participants were shown around the center, absorbing and engaging with the exhibits, including experiencing a simulated earthquake with a magnitude of six to seven to fully grasp the intensity of the phenomenon. The experience was very beneficial for the participants, as they were able to personally understand the impact of earthquakes and gain practical knowledge on how to effectively prepare for one.

Taking on a more creative turn in the program’s activities, a Kamishibai workshop was held to communicate disaster prevention messages through storytelling. The Kamishibai is a traditional Japanese form of picture-storytelling using illustrated cards to convey and dramatically narrate a story in an engaging way. The participants were put into groups and tasked to present and perform for the other groups, giving them the chance to step out of their comfort zones and put their storytelling and narrating skills to the test.

Combined, all the activities the participants have done during the program in disaster prevention have propelled their efforts towards achieving the program’s broader objective, particularly in contributing to the Sustainable Development Goals. By learning and strengthening awareness of disaster risks, participants are directly contributing towards building community resilience, aligning with SDG 13: Climate Action. Furthermore, they have also better understood how to respond and to recover from such tragedy, allowing them to bring what they have gained from this valuable opportunity back to their own country in order to promote greater awareness within their own communities.

WUACD Secretariat continues to expand its international engagement and community service initiatives through the implementation of WUACD IMPACT, a collaborative program conducted in partnership with Shizuoka University, Japan. Scheduled for 2026, the program brings together 16 selected students from Universitas Airlangga and four lecturers from Universiti Teknologi Malaysia to participate in an intensive academic and community-based learning experience centered on disaster resilience, intercultural exchange, and sustainable development.

The initiative is rooted in the growing urgency to strengthen disaster preparedness capacities, particularly in Indonesia which lies along the Pacific Ring of Fire, as well as Malaysia that additionally experience tropical rainforest climates with heavy, seasonal monsoon rains, which then because of this shared similar climate, both nations frequently face recurring natural hazards such as earthquakes, monsoon flooding, landslides, and seasonal forest fires (haze). By situating the program in Shizuoka Prefecture, one of Japan’s most disaster-prone regions, participants were provided with a unique opportunity to observe and learn directly from a country widely recognized for its advanced disaster risk management systems. Through exposure to early warning technologies, community-based preparedness practices, and resilient infrastructure, participants were expected to gain practical insights that can be adapted within Indonesian contexts.

Adopting a participant-centered and experiential learning approach, WUACD IMPACT is structured around four main focus areas: education, health, environment, and community economic empowerment. Each focus area was translated into concrete, community-oriented activities that emphasize both knowledge exchange and social impact.

In the field of education, participants had conducted cultural introduction programs such as the “Mini Indonesia Fair” at Salesio High School, where Japanese students are invited to explore Indonesia’s rich cultural heritage through interactive exhibitions, performances, and traditional showcases. Additional educational activities include participatory workshops such as the “Picture-in Show Workshop,” which utilizes visual storytelling to foster cross-cultural dialogue, particularly among youth and local communities.

From a social and humanitarian perspective, the program included volunteer-based initiatives aimed at strengthening inclusivity and empathy. Students will provide basic translation assistance for elderly residents in Shizuoka, helping to bridge communication gaps while fostering meaningful interpersonal connections. Complementing this, health-focused activities such as emotional regulation programs for children are designed to promote mental well-being and create safe, supportive spaces for self-expression.

Environmental sustainability also forms a key pillar of the program. Participants were being introduced to circular economy practices through demonstrations of organic waste conversion into fish feed. In addition, collaborative environmental volunteering activities, such as pine needle collection in public spaces, were conducted alongside students from Shizuoka University. These initiatives not only contribute to local environmental maintenance but also serve as platforms for intercultural collaboration and shared environmental responsibility.

A significant component of the program lies in its research-based approach to disaster preparedness. Participants were being engaged directly with local residents through structured interviews to explore community-level disaster prevention practices, with particular attention to vulnerable groups such as the elderly. These field-based insights are expected to enrich participants’ understanding of how social dynamics, local wisdom, and community cohesion contribute to resilience in disaster-prone environments. Crucially, this allows participants to synthesize these field observations with their respective backgrounds in education, health, environmental sciences, and economics, fostering a multidisciplinary approach to global disaster risk management.

Furthermore, the program integrates elements of cultural diplomacy and economic empowerment by introducing Indonesian batik as a recognized cultural heritage. Through interactive sessions, participants will share the philosophical meaning and artistic value of batik, fostering cross-cultural appreciation while promoting Indonesia’s creative industries on an international stage.

Aligned with the Sustainable Development Goals (SDGs), particularly SDG 4 (quality education) and SDG 17 (Partnerships for the Goals), WUACD Impact’s commitment to delivering transformative education that extends beyond the classroom. The program emphasizes the development of global competence, critical thinking, and social responsibility, equipping students with the skills necessary to address complex global challenges.

On January 6, 2026, the FED-AIR program started perfectly with singing the national anthem Indonesia Raya and Airlangga Hymne at the opening ceremony. Later on during the ceremony, Vice Rector for Research, Innovation, and Community Development and Chairperson of WUACD Prof. dr. Muhammad Miftahussurur, MKes., SpPD-KGEH., PhD delivered the opening remarks, welcoming all participants both lectures and students joining the program. The speech underscored the role of young scholars in fostering mutual understanding and strengthening global partnerships, while conveying strong hopes that FED-AIR 2026 would run smoothly and contribute meaningfully to the advancement of scientific collaboration and intercultural dialogue.

Afterwards, a speech was delivered by the Representative of Federation University, which highlighted the importance of international academic collaboration in an increasingly interconnected world. In the address, the representative expressed appreciation for the organizers and participating institutions, emphasizing that FED-AIR serves as a vital platform for students to exchange knowledge, culture, and innovative ideas across borders.

A significant highlight of the event was the exchange of tokens of appreciation between the Vice Rector for Research, Innovation, and Community Development representing the WUACD Secretariat, and representative from the Faculty of Public Health, the Faculty of Nursing, and the Faculty of Vocational Studies. This symbolic gesture reflected mutual respect and appreciation, as well as a shared commitment to strengthening academic and institutional collaboration between Universitas Airlangga and Federation University.

The opening ceremony concluded with a group photo, symbolizing the solidarity and togetherness. This theme includes the Monitoring Program for Stunting, aligned with Indonesia’s President 4th Asta Cita, which focuses on the development of human resources across the country, in alignment with the community being served in Indonesia by visiting several healthcares in Surabaya area. In this regard, the program also provides a platform for Federation University’s students to implement their knowledge and skills they learn at their home university.

The World University Association of Community Development (WUACD) held its Annual Review and Executive Board Meeting at Thammasat University, Bangkok, Thailand. Over the course of three days, multiple attendees, including representatives from partner universities, project coordinators, and academic leaders, not only evaluated recent work programs and discussed future plans, but also participated in community outreach activities that align with the Sustainable Development Goals (SDGs), embodying the essence of WUACD itself as an association focusing on community development worldwide.

On Friday, November 14th, 2025, halfway through the three-day agenda, the attendees visited Bangkok Rooftop Farming, a social enterprise that helps manage food waste issues in Bangkok and other urban areas. Established in 2020, the initiative utilizes unused spaces, often building rooftops, to create productive urban farms. This approach not only increases green spaces within the city but also transforms food waste into nutrient-rich soil used to grow their own organic produce, which they sell to establish small-scale agricultural markets and reduce transportation costs.

During the visit, the attendees were able to look into how the enterprise operated. There, they learned the know-how of turning abundant food waste into something more useful, which supports the goal of sustainable urban farming. To further their knowledge, a special lecture on “Urban Food System and Rooftop Farming Model for Food Security” was held. Paired with a workshop on Circular Urban Farming, this hands-on experience provided a detailed insight into how these methods contribute to long-term food security.

The initiatives carried out by Bangkok Rooftop Farming have continued to play a key role in advancing multiple Sustainable Development Goals (SDGs). By introducing practical solutions to the food waste problem and educating the public on zero-carbon emission food systems, the enterprise’s efforts have helped progress the SDG 11: Sustainable Cities and Communities objective, which aims to make urban areas and cities more sustainable and green. Growing produce through eco-friendly means and encouraging large companies to adopt these practices and do the same has also reflected the goals of SDG 12: Responsible Consumption and Production. Furthermore, the collaboration between the attendees and representatives from Bangkok Rooftop Farming aligns with SDG 17: Partnership for the Goals, showcasing how collective efforts remain important in achieving global sustainability targets.

As cities continue to grow, so does the waste created within them. Large buildings such as malls, hotels, and other corporations produce a significant amount of food waste on a daily basis, calling for constant, environment-friendly, and innovative solutions. As part of the WUACD Executive Board Meeting 2025, hosted by Thammasat University, participants had the opportunity to visit one of Bangkok’s local communities, Baan Mankong, a canal-side community. The visit to the canal-side community became an essential part of the meeting since canal-side communities are an integral and deeply familiar part of Bangkok’s urban landscape which shapes the city’s identity long before modern development transformed its skyline. Bangkok grew around a vast network of khlongs that supported daily life, mobility, and commerce. Even today, neighbourhoods along these canals remain vibrant social ecosystems marked by strong communal ties, collective decision-making, and cultural continuity. Because these areas face complex challenges such as flooding, pollution, and land insecurity, safeguarding their well-being has become increasingly important, not only for reasons of equity but also for Bangkok’s long-term resilience. Supporting improvements to canal-side settlements strengthens environmental management, cultural preservation, and the city’s social fabric.

What stood out during the visit was the leadership: the community is led by a woman. Her role is not an exception, but rather common in this canal-side neighborhood, which demonstrates strong trust from residents, underscoring how women’s leadership can play a central part in community cohesion and sustainable urban living. Locals shared that they trust her judgment and value her commitment to representing and protecting their collective interests.

This moment resonated deeply with WUACD’s core mission to promote inclusive and equitable community development. The fact that a woman leads an entire canal-side community, historically vulnerable and often marginalized, highlights how gender-sensitive governance can be embedded in real-world community structures. It offers a powerful illustration that sustainable development is not just about infrastructure or housing, but about who defines and manages that development. The project of Baan Mangkong Canal Side project, as a community development initiative by one of WUACD partners, Thammasat University, supports the acceleration of SDGs 5: Gender Equality, which the program supports in ensuring women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic, and public life. The support to the acceleration of SDGs 5 in Baan Mankong community goes beyond Thammasat University. Several WUACD partner institutions’ presence in the Executive Board Meeting demonstrated their strong commitment to promoting women’s leadership in community development namely Universitas Airlangga, Universiti Teknologi Malaysia, Federation University, University of Notre Dame Australia, UCSI, and Daffodil International University. By participating in the visit, participating institutions demonstrated that improving gender equality is a shared duty among WUACD member institutions, enhanced by collective learning and collaboration.

Besides that, for the WUACD Executive Board and participating delegates, the visit provided invaluable insights into how community-led initiatives can flourish when rooted in trust, cultural identity, and inclusive leadership. Witnessing firsthand how a female leader effectively harmonizes the needs and aspirations of Baan Mankong residents enabled participants to contemplate gender equality not merely as an abstract objective but as a tangible practice integrated into daily governance.

The experience further deepened their understanding of the urban resilience challenges faced by canal-side communities, including land insecurity, environmental hazards, and socio-economic vulnerabilities, while illustrating practical, community-based solutions that could be adapted or examined in greater depth in other countries. The visit broadened participants’ perspectives, reinforced their dedication to collaborative development strategies, and reaffirmed the vital role of academic institutions working closely with communities to realize sustainable and equitable progress. The visit underscored the urgency of scaling up similar participatory models elsewhere, empowering local leadership, prioritizing community voice, and embedding gender equality in development processes are not optional; they are essential foundations for sustainable, inclusive progress.

On November 14, 2025, at the Prakoh Hutasinght Room, Thammasat University, the WUACD Executive Board Meeting 2025 was conducted. Prof. Dr. Supreedee Rittironk, Prof. Muhammad Miftahussurur, MD., Ph.D, who serves as the Chairperson of WUACD, delivered opening remarks to all board members in attendance at the meeting. In these opening remarks, Prof. Miftahussurur introduced the WUACD structure for the 2025 to 2027 period and invited all partners to propose programs and be involved in the programs proposed.

After the opening remarks, the following agenda is the Networking Meeting, which is an overview of various upcoming programs. During this agenda, led by Project Coordinators, every board member provided various ideas and arrangements for WUACD’s upcoming agenda next year. In addition to providing ideas and arrangements, there were also presentations of the results of various programs that have been running this year. Furthermore, in accordance with the presentation of plans and results of various existing programs, a report was delivered on what the association has done in community development initiatives throughout 2025 and on plans for 2026 for how the network within the association could contribute more to broader community development initiatives. This provides a positive outlook on how the WUACD, together with all partners, as an association, will collaborate to build a stronger community for the future.

Following the conclusion of the Networking Meeting agenda, the next agenda provided participants with a detailed platform to discuss future program plans. Indeed, from all the program presentations, it was clear that all participants in the Executive Board Meeting were making tangible commitments aligned with SDG 17, Partnerships for the Goals. The meeting atmosphere, by focusing on the delivery of constructive suggestions and mutual cooperation in developing the best programs, demonstrated the high commitment of all participants to achieving the various SDGs. Certainly, with the Executive Board Meeting in place, it is expected to serve as a platform for establishing a more beneficial program direction for the entire community in the future.
